Can FHA loans be approved without a home inspection?
COLITAS asked:
I recently bought a house and no inspection was made prior to closing,(AGENT ADVISED) but now it turns out that the water pipes are missing throughout the house, can I report this to anybody?

It is the buyer’s option to have an inspection done.

No, an inspection is required on FHA loans, but the only thing that had to be good(when I got mine) was a clear WDO (wood destroying organisms) test. If you got a home warranty you would be covered. These are often included with the sale by the owner and will cover any repairs for one year. Maybe your realtor didn’t inform you of when the home inspection took place. Call the realtor or the broker and find out who did the inspection. Most inspectors will give you a binder or print out of their findings.

it was my belief that FHA homes had to be FHA inspected. however, that might not be the case in every state. even if it’s not mandatory, you were ill advised to buy a home without getting a home inspection done. the lack of water pipes could have gotten you a very large seller concession or even gotten you out of the deal (would have been a better option). you should have never listened to your agent. he/she sound like they don’t know what they’re talking about. i’m betting that if you told the real estate broker about this, your agent would get real forgetful about telling you not to get a home inspection.

Check your title work… If the owner knew that there were water pipes missing it should be listed there… IF its not listed there then you may have grounds to pursue the previous owner for failing to let you know what was wrong with the property. Although… Its ultimately your responsibility to get a home inspection.

You bought the house without having an inspection made on it. That should have been done. Most of those homes are sold in AS IS condition, so I doubt anything can be done about it now.
In a home that my son is rehabbing, ‘they’ stole all the copper piping/tubing in the place, including damaging the furnace beyond repair. The police took a report but basically said tough luck. It cost him over $2000.00 to have repairs/replacements made. So, perhaps that is what happened to your house when it was empty.

Yes they can. I believe they started this in Dec. of 2005..with the understanding of “professional judgement” of lender..and when property conditions “pose a threat.”
I would simply suggest; call the FHA about the missing water pipes throughout your house. They no longer make minor repairs on properties. However, repairs are required for any conditions that RISE above minor defects or normal wear and tear.
The FHA Roster Appaisers have to report all readily observed property deficiencies as well as any adverse condition discovered performing the research involved in completing the appraisal within the “Appraisal Reporting Form.”
Just so you know, MINOR repair requirements that NO LONGER require automatic repair are;
-Missing hand rails
-Cracked or damaged exit doors that are otherwise operable
-Cracked window glass
-Defective paint surfaces in homes constucted post 1978
-MINOR Plumbing Leaks (Such as leaky faucets)
-Defective floor finish or covering (worn thru finish/badly soiled carpet)
-Evidence of previous (non active) wood destroying insect/organism damage where there is no evidence of unrepaired structural damage.
-Rotten or worn out counter tops
-Damage plaster, sheetrock or other wall and ceiling materials in homes constucted post 1978
-Trip hazards (cracked or partially heaving sidewalks, poorly installed carpeting)
-Crawl space with debris and trash
-Lack of an all weather driveway surface

FHA loans are not required to have a home inspection, but the FHA appraiser is required to check all systems, water, plumbing, heating and elec, to ensure they are in good working order. I would contact HUD and tell them what is going on and your water pipes are missing, I would also contact the lender or Mtg.
