Can a co signer on an car loan refiance without the other co signers signature?

My ex husband co signed for my daughter on an car loan. His girlfriend was mad and he refianced the car with another bank and now he is the only one on the loan, title and regestration. I am quite sure that my daughter had to sign the title also and she did not. Either my ex did or his girlfriend did. He then showed up here yesterday and took that car. What is my recourse and where do I go from here? Per the original bank, she needed to sign the title also. Any help and advice would be greatly appreciated.

    If there is a cosigner on a loan, you cannot do anything without the other parties signature! You need to call the original lender and tell them what happened and they will probably guide you through how to report him to the FTC. Your daughter can also report this all to the police although they will be less likely to respond in any way that you will find satisfactory because they will consider it a private dispute since it is a contractual issue.
